Personal site? Is this a static web site or a blog-type. You can try my friend at Unison System if you are meticulous about specific designs and layouts, they did the [url=http://www.mirijazzfestival.com/]Miri Jazz Festivals site and several other prominent web sites.
I can help with blog sites but I cannot go into specifics, only generalized.

the website is a personal website for my own self satisfacton to be shared wit frens and ppl in my field of interests, but the purposes will diverge out to other organisations tat i support and objectives wic is to be discussed between the designer and me lo…not promotion or business purposes…

If u need need a domain name ($35) with a 1GB hosting ($100). Just pay $135 directly to http://www.eternalsolutions.com on a per year basis - or any find anything else cheaper and reliable apart from the mentioned above .
For a site I would suggest Wordpress (http://www.wordpress.org) (due to many reasons ) from themes down to maintainance - you wont have to fight it.
- Self Learn usually the best and save costs too etc etc.
- Look around for good info and “How-tos”, help supports etc…
- Enjoy what you do
- Learn how to use software, learn how user interacts with your sites, link with friends/family etc etc.
- Overtime, you will get the hang of it and being pro from there. Everything elses it takes time - just spend more time on researching what’s best
